EMPLOYEE GROUP INSURANCE (EGI) June 1994 to Present
Have been the lead systems analyst of EGI department since its inception. Responsible for recommending, designing, developing and implementing eligibility, enrollment, reconciliation and billing systems. Responsible for defining, assigning, scheduling and reviewing projects. Responsible for defining positions, hiring, managing, supervising, and training technical, client support, and administrative staff for the operations of the information systems and the eligibility and enrollment functions. Recommend, develop, and communicate policy and procedures for day to day operations of eligibility and enrollment functions of UT Components, EGI IS, and vendors. Performed evaluation and implementation of new insurance vendors. Lead Joint Application Development Team, UTTouch Resource Group, and Group Insurance Resource Team. Either perform or supervise the design, development, and implementation of mainframe, Internet, web browser, and interactive telephone systems. Propose, design (usually with teams), and implement new standards, methodology and formats for data sharing. Responsible for determining and implementing data security methodology using password and encryption techniques. Make hardware recommendations for department workstations and IVR system. Enrollment processes include personalized Coverage Option Letters to members, PIN number authorization and maintenance, Confirmation Statements, Evidence of Insurability processes, nightly transmission of selections to and/or from components, and real time updates for components on the same MVS system. Extensive programming with NATURAL and JCL.

SYSTEM PERSONNEL OFFICE March 1992 to June 1994
Served as department lead for information systems. Maintenance and analysis of outdated and limited workers’ compensation system. Proposed, designed, developed, and implemented overhaul of workers’ compensation system: 1) Organized a sixteen component JAD users group via video conferencing and e-mail; 2) Supervised four member information systems team. 3) Created modules to allow component access to claims, payment transactions, and account balances; 4) Created new transaction posting module with automated account reconciliation; 5) Created procedures to allow remote office to print from MVS mainframe using postscript programming and the Internet; 6) Created table-driven command, menu, authorization, and help system. Served as department contact for 10 components. Served as analyst for campus wide program printing software. Created annual reports and claims analyses (including standard deviation reports of different claim elements) to assist insurance actuary in setting new workers’ compensation rates.

Development of reports detailing components’ long distance telephone trunk and switch usage, including a busy hour analysis. Responsible for maintenance and enhancements of on-line and batch applications. Creation of a comprehensive telephone trunk analysis. Re-design and re-write of the long distance bills. HERITAGE NORTH JOINT VENTURE September 1985 to September 1987
Duties consisted of marketing, accounting, and supervision of and for a 140 acre real estate development. Evaluated and awarded construction contracts. Supervised and scheduled subcontractors. Supervised administrative assistant. Worked with the City of Longview on right of way dedication and participation.
ASSISTANT SUPERINTENDENT AND PROJECT CLERK
CRESTBROOK JOINT VENTURE May 1984 to September 1985
Performed all bookkeeping services, generated all purchase orders and checks, vouchers, bank draws and maintained the construction budget for a five million dollar apartment complex from ground breaking through grand opening. Construction inspections. Provided personal analysis and mediation in contract disputes.
